Fruit Bowl Pictures Photo Editing Programs?

What a good photo editing program that I can crop an image in another image. For example, a drawing of a tomato in a fruit bowl, and I would be able to reduce, by about the tomato and it into another picture.

Something like the tool of Photoshop CS3, but for some reason it wouldnt download?

any good image editing program, but does that mean they are free? I'm not talking about the tool or magic wand, it does not work very well.
